10.1. 2020 Operating Budget Report – City Wide

That City Council RECEIVE the 2020 recommended budget documents that are reflective of a $4,887,365 (or as amended) increase (or 1.2% increase to the property tax levy) for requirements related to City departments; and,
That City Council APPROVE an incremental annual 1.16% property tax levy increase (estimated at approximately $4.8M per year) for the years 2020 through 2025 to fund the City’s Asset
That City Council CONSIDER the $5,102,349 (or as amended) increase (or 1.2% impact on the property tax levy) in requests from City funded Agencies, Boards and Committees (ABC’s); and,
That contingent upon approval of the 2020 Recommended Budget, one-time funding estimated at $2,788,574 (plus or minus any amendments related to Council changes to the recommended budget) BE APPROVED as funding from the specific Reserve Funds as detailed in this report; and,
That the updated Long Term Debt Forecast (Section G of the Introduction) BE RECEIVED for information; and,
That the 2020 Schedule of Fees detailed in Section 14 of the budget document, Schedule C: 2020 User Fee Schedule (or as amended), BE APPROVED; and,
That the Fees & Charges Bylaw of record BE AMENDED to reflect the 2020 Schedule of Fees; and,
That the necessary by laws BE PRESENTED for Council’s approval in support of the adoption of the 2020 Operating Budget; and,
That Council APPROVE the required transfers to and from various funds in accordance with the 2020 Approved Budget; and,
That the CFO & City Treasurer BE AUTHORIZED to process budget adjustments during the fiscal year, which do not change the overall approved property tax levy; and,
That the 1.16% annual increase for six years as recommended in the Asset Management Plan (AMP) BE SHOWN as a separate levy;
That in accordance with Budget Issue # 2020-0291 regarding the Ontario Lottery and Gaming Corporation (OLG) E-Bingo Program, that the Chief Administrative Officer and City Clerk BE Page 24 of 52
