Decision Number: CR35/2020

That City Council APPROVE the Auditor General Charter (attached as Appendix A); and,

That the CAO and City Clerk BE AUTHORIZED to sign amendments to the City’s existing Engagement Letter with PwC in order to reflect the required changes relative to the engagement of PwC as the City’s Outsourced Auditor General service provider through to March 31, 2025, satisfactory in technical content to the CAO, in financial content to the CFO & City Treasurer, and in legal form to the City Solicitor; and,

That City Council DIRECT the CAO to work with the Auditor General to ensure that the Auditor General Charter is implemented.

10.1. Transit Windsor Master Plan - More Than Transit - City Wide

Sean Rathwell, Dillon Consulting Limited, appears before Council to provide an overview of the “Transit Windsor Master Plan/Comprehensive Service Review,” including the concept of “More than Transit,” which identifies needs, plans for the future and the undertaking of two rounds of community engagement; project highlights; key issues; What is being done; the new network; the grid; other key elements of the plan; what’s needed to make it happen; forecasted operation costs; and next steps.

Mayor Dilkens leaves the meeting at 7:09 o’clock p.m. and Councillor Costante assumes the Chair.

Philippa von Ziegenweidt, resident of Ward 6

Philippa von Ziegenweidt, resident of Ward 6, appears before Council to provide comment regarding the “Transit Windsor Master Plan/Comprehensive Service Review,” asking whether Windsor's new public transit plan will improve accessibility to the County Road 42 hospital location, or is it an expensive plan that will encourage even more private vehicle use in the future, expressing concern with what is being proposed for route 160 as well as that there appears to be no direct bus route from the proposed Urgent Care Centre to County Road 42 or Tayfour Campus, and concludes by suggesting that buses must be available at least every 20 minutes and there must be direct door to door connection from Ouellette to the new hospital.
