Honourable Mayor Drew Dilkens and Windsor City Council

“CONVICTION” conveyed as a “DOUBLE ENTENDRE” APPLIED TO THE NEW HOSPITAL emerges as respectfully conveyed in this unsolicited eulogical opinion. Some might say that a distorted vision of what has emerged relative to Windsor's Downtown Planning District inspired studies from days past has strayed.

Too bad that we could not build on a “legacy” in moving forward toward cohesive physical enrichment of a diversified building fabric synonymous with sound urban design principals and practices in not losing a full fledged acute care hospital operation downtown.

This dissertation arises from Mayor Dilkens appeal for input to be considered in the forthcoming Motion.
