Financial Matters:
In changing the original location for the 2020 Santa Claus parade, the WPC will lose their funding sponsorship. As a result, the WPC has requested a grant from the City for $20,000 in order to cover the cost to host a stationary parade (WPC request is attached).
Each year, the City of Windsor provides the WPC with a waiver of fees of $13,119 ($4,722 for Canada Day and $8,397 for the Santa Claus Parade) as approved by Council. Administration is recommending charging this one time request to the 2020 Holiday Lights surplus budget of $195,000 (001-4145-5479-05059-0280601).
If approved by Council, Administration would provide up to $20,000 to the WPC and would be reconciled with expenditure receipts directly relating to the 2020 Santa Claus stationary parade. In addition, the WPC has agreed to advertise the City of Windsor as the title sponsor of the 2020 Santa Claus parade and the City logo will be included on all marketing material. Furthermore, the City of Windsor will have the right to do a News Release announcing that 2020 Santa Claus stationary parade is sponsored by the City of Windsor.

Conclusion:
The traditional Santa Claus Parade cannot occur this year due to the restrictions in place because of COVID-19. Should City Council approve the requested grant from the Windsor Parade Corporation, it would allow a safe Santa Claus Parade to occur for the 2020 year.
