1. It is difficult to understand why, especially since declaring a climate emergency in Windsor, this important information isn't disclosed in the operational statistics.

2. Rather than receiving the Carbon Budget report for information, as recommended (p.533 of the agenda), I would also like to ask that Council call for concrete action that links measurables to Windsor's climate change action plans and recommendations. If the city has any hopes of meeting its GHG goals, it’s critically important to measure progress over time against benchmarks, identify shortcomings, and address them with actionable steps.
