Conclusion:

As noted by Community Development & Health Services, the proposed AGCO Cannabis Store application at 1550 Huron Church Rd is within 150 metres of Ska:na Family Learning Centre (84m). Ska:na Family Learning Centre provides supports and programming to families and children ages 0 to 12 years. While this does not constitute a direct conflict with the Municipal Cannabis Policy Statement, the statement does state that “retail cannabis stores are discouraged where nearby properties are servicing youth and vulnerable individuals” (see comments on page 3 and Appendix C).

Other potential impacts have been noted by some departments, but no direct conflicts with City Policy direction or applicable law have been raised. Consideration may be given by Council to concerns raised by Windsor-Essex County Health Unit and the Windsor Police Service.
