Community Development & Health Services is committed to enhancing the quality of life of individuals and families in Windsor and Essex County. As outlined in the City of Windsor's Draft Municipal Cannabis Policy Statement, proposed locations should have consideration for the protection of youth and other vulnerable individuals. The proposed AGCO Cannabis Store application at 1550 Huron Church Rd is within 150 metres of Ska:na Family Learning Centre (84m). Ska:na Family Learning Centre provides supports and programming to families and children ages 0 to 12 years. Ska:na is currently building its new, provincially funded and approved child care centre that will accommodate 73 licensed child care spaces at 1699 Northway Avenue. CanAm Indian Friendship Centre is on the opposite side of the Northway building, together creating an Indigenous hub of community supports.

An inspection prior to opening is required to identify the location and quantity of the product and any special hazards.

Planning & Building Department

The parcel located at 1550 Huron Church Road is zoned Commercial CD3.3 which permits the proposed retail store.

Any renovations undertaken must comply with all applicable law, including Cannabis License Act, 2018 regulations, as well as the Building Code Act, 1992 and the Ontario Building Code. Applicants should consult with Development Services staff regarding necessary approvals, permits and inspections.

Risk Analysis:

Comments to the AGCO must be submitted by the municipality within 15 days. If submissions are not received within this period, they will not be considered. However,
