- Sewer Surcharge funding of $32.3M from 2024 to 2028

The details of the various projects which make up the $22.5M can be found in Appendix C – DMAF1 Project list, schedule and funding. The $32.3M in Sewer Surcharge (SS) funding is an allocation of $6.55M each year from 2024 to 2028. As the 2018 capital budget was a 6-year plan covering 2018 to 2023 there were no projects previously approved in principle displaced by leveraging SS funding from 2024 to 2028 this project.

On March 13, 2020 the Transfer Payment Agreement with INFC was fully executed for DMAF and the awarded $32.1M in grant funding. On April 24, 2020 the City submitted their first claim to INFC to recover $1.19M in eligible costs and on May 29, 2020 the City provided the first progress report to INFC. Further, specific details required for the response to the CQ, are in Appendix C – DMAF 1 Project List, Schedule and Funding Sources.

DMAF Special Intake

DMAF Special Intake was approved by City Council July 29, 2019. The original report outlining the project in detail as well as the project costs, required City funding and requested grant funding is included as Appendix A – DMAF Special Intake Report C145 2020. Additional details on this project can be found in Appendix B – DMAF Special Intake Project List, Schedule and Funding. As previously stated, the City’s project submission has not been selected under the DMAF Special Intake program. As a result of not being awarded the grant, all identified and approved City funding for this project is currently no longer committed for this work.

DMAF Targeting Success

Although the City was not successful for the Special Intake, we have been invited to submit the same project to the DMAF Targeting Success program. The DMAF Targeting Success program is a competitive program, noting the potential applicants are limited to those who still have projects submitted to the first two DMAF intakes on hold as a result of not having received grant funding. The project submitted to the DMAF Special Intake is the one that we are invited to submit. The grant opened on May 29th, requires submission by no later than July 17, 2020 with funding announcements planned to begin mid-August 2020. As was the case with the previous two DMAF programs eligible projects must be a minimum of $20M in project costs and must be completed by March 31, 2028.

INFC has provided the guidelines and application forms to the City. The majority of the application remains unchanged. There is one new document with several additional questions required for this submission. Administration is confident we will be able to complete the work required to make the submission by July 17th, with a goal of submitting by end of June.
