BIA consultations identified that business owners using these lights are trying to create safer environments for uses while attracting business to them. Safety through lighting per Crime Prevention through Environmental Design practices recommends avoiding overly bright lighting as it results in the opposite effect.

Site inspections at various times of the day revealed that these nuisance lights create unsafe environments for pedestrians, drivers and make it difficult to observe any unlawful activity due the glare that these lights create.
