Through site inspection, Planning Staff identified the areas of the city to determine the extent of the impact. Nuisance lighting issues appear to be city-wide with concentrations in BIA’s and along Crawford between Tecumseh and Wyandottes Streets West,

As BIA’s appeared to have concentrations, it was prudent to survey the BIA chairs and Executive Directors to pole their membership to help assess whether there is support for controls on these Nuisance Lights.

The results of that consultation determined that 75% were in agreement with the City to do something about them. A smaller percentage would like to be further consulted before enacting any regulation to ensure that it is only Nuisance lighting that is being regulated.
