- Remove the painted arches (alternativing rose and blue) on wall panels next to the lancet windows to be filled with the existing cream colour

- New colour band proposed adjacent to the top of wall panelling, coordinated with existing stencil band, to visually anchor the walls and tie the bays together

At present, both options will not result in the need for a Heritage Alteration Permit, and further consultation is being undertaken with the OHT.

Risk Analysis:

Assumption Parish representatives have expressed that they have sufficient funding to conduct a portion of the restoration which requires more attention. It was recommended by the plasters expert HPCS that the plaster consolidation should take place within a year of assessment and installation of temporary safety measures (by August 2020), or should be inspected again. The plaster repair work allows the interior of the building to be “stabilized” before next phases of work which may create larger building movements or vibrations at the ceiling and exacerbate degraded ceiling plaster.

Financial Matters:

The $250,000 from the Community Heritage Fund redirected by City Council for the roof repair has been released as part of a previous Council Decision (CR500/2019). There has not been any additional financial assistance request made for Phase 2a of the restoration work and therefore no financial implications from this report. Due to the scale and significant costs of the entire restoration project, representatives of Assumption Parish have been advised that since the funds available in the Community Heritage Fund are limited, they may need to consider other avenues to approach City Council to request financial support.

Consultations:

City staff have been in communication with the representatives of Assumption Church and Allan Avis Architects. The Heritage Planner has also been in communication with Kiki Aravopoulos, Easement Program Coordinator from the Ontario Heritage Trust.

Conclusion:

The proposed interior rehabilitation is another positive step towards the restoration of Assumption Church, and will provide needed repairs/upgrade to the plaster and painting. No formal approval is required by the Development & Heritage Standing Committee or City Council for the work outlined in this report. This report is intended to only to provide an update on the extent of work being completed on this significant heritage resource
