In summary, we have no objections to the proposed rezoning application. Subject to the following requirements: Sewer and Driveway permits are required from Public Works for each unit, the provisions below will be enforced as conditions of permit.

Storm Detention Scheme -Prior to the issuance of a construction permit, if required by the City Engineer, the Owner further agrees to retain a consulting engineer for the design and preparation of drawings satisfactory to the City Engineer and the Chief Building Official for an internal storm water detention scheme to service the subject lands. The internal storm water detention scheme shall be designed in accordance with the Windsor/Essex Region Stormwater Management Standards Manual, and other applicable City Standards.

Alley Paving – The owner shall agree to drain and pave at his entire expense, the alley abutting the subject lands. The minimum acceptable cross-section will be 230 mm Granular “A” and 75 mm surface course asphalt in accordance with Standard City of Windsor Specifications, Selected Granular Base Course (S4) and Hot Mix, Hot Laid Asphaltic Concrete (S-10). The geometrics of the pavement shall comply with City of Windsor Standard Drawing AS-201. All work shall be to the satisfaction of the City Engineer

Street Opening Permits - The Owner further agrees:

(1) To obtain street opening permits for sewer taps, drain taps, curb cuts and driveway approaches from the City Engineer, prior to the issuance of a construction permit and prior to commencement of any construction on the public highway;

(2) To submit prior to the issuance of a construction permit, site servicing drawings, report and/or calculations (including but not limited to sanitary sewers, storm sewers, surface drainage and water services) to the satisfaction of the City Engineer.

Chief Building Official, the City Engineer, Executive Director of Parks and Facility Operations and Essex Region Conservation Authority (ERCA) in regulated areas throughout, a lot grading plan covering the subject lands for their approval prior to the issuance of any construction permits for the subject lands. The Owner further agrees to have the approved elevation as per the lot grading plan on each lot verified by a suitably qualified and experienced person (which includes an Ontario Land Surveyor, Architect, Engineer or Certified Engineering Technician and/or Technologist) at the following stages of construction:

(a) Prior to the pouring of footings (top of forms elevation); and

(b) Following completion of construction.
