Conclusion:

Administration has reviewed by-laws and policies regarding alcohol consumption in the City of Windsor.

Windsor currently has policies and procedures in place to support new and expansion liquor licence applications. Resources like the Municipal Alcohol Policy and Special Events Manual are maintained by City staff to guide event organizers through licencing requirements. Current controls are necessary to maintain public confidence in the safety of public parks and spaces and mitigate the risks associated with alcohol consumption. Should Council decide to consider allowing consumption of alcohol in City parks and public spaces, more research will be needed to fully identify and manage anticipated risks.

Administration is opposed to post-facto inspections for premise alterations (i.e. building permits) because requiring successful completion of inspections prior to proceeding with subsequent work is essential to ensure existing regulations have “teeth.” Inspections are required under provincial law and any substantial change to procedures should only be undertaken with direction from the AGCO.
