Several risks regarding temporary lane/road closures have already been identified in the comments received from SERT members. Some additional risks include:

With respect to practicing physical distancing, the Windsor-Essex County Health Unit is still encouraging residents to stay home, when possible, and reduce their interactions with others. Providing additional space for pedestrians and cyclists may inadvertently encourage congregation.

Lane or road closures in response to COVID-19 have financial risks, since the duration of the COVID-19 emergency – and therefore the duration of ongoing costs associated with maintaining the closures or equipment rental – cannot be predicted with certainty.

There are significant timing risks for the proposed Riverside Drive lane closure. The province’s plan to lift COVID-19 emergency restrictions in stages creates a risk that traffic volumes on Riverside Drive will increase to near-normal levels while there is still demand for the temporary cyclist and pedestrian space provided by the lane closures.
