- Who would be eligible: local musicians, comedians, storytellers, dancers, singers, theatre artists, poets, filmmakers, visual artists, designers, and artisans; those who received funding during 2020 Round 1 would also be eligible to apply to this emergency round
- What projects would be eligible: 45-60 minute live streams of performances, online classes/workshops/tutorials, short films, visual art projects that all have a live component that allows them to be shared widely with the community, as well as non-live projects that can be accessed, downloaded, shared, etc. by residents

- Public presentation phase: May 2 to June 30, 2020 (with some flexibility)

The above concept is based on programs like the National Arts Centre's (NAC) #CanadaPerforms initiative, which is a short-term relief fund that pays professional Canadian artists for their online performances. It was launched by Facebook Canada and the National Arts Centre to help ease the financial strain for Canadians artists impacted by the closure of performance venues across Canada related to COVID-19, and to lift the spirits of Canadians during the crisis. Artists were selected to receive $1,000 and their online performance was broadcast on the NACs Facebook page. Similar initiatives are being rolled out in other Canadian communities as the COVID-19 crisis remains ongoing.
Risk Analysis:
The Municipal Cultural Master Plan originally recommended that an arm's length commission be established that was a decision-making volunteer body independent of Council consisting of City residents who are familiar with cultural disciplines and cultural organizations in the City.
The enhanced funding round will continue to be adjudicated by the Council approved Jury. While additional funds are being distributed, the maximum amount of funding available per application is $1,000. The criteria and application process will remain consistent with the past rounds of funding.
Moving to the electronic process has enabled the application to align with other corporate programs ensuring that Windsor artists and cultural performers will receive the funding.
Financial Matters:
Council approved through Cultural Affairs an annual operating budget of $87,200 to distribute two rounds of funding of $43,600. Round 1 of funding distributed the first $43,600. The regular application process can provide individual grants to a maximum of $5,000 per grant.
