Background:
A new site has been identified to extend the parking lot of the WFCU Centre. The development of neighboring properties will soon reduce the number of parking spaces available for the WFCU Centre and as a result, this project was approved to replenish between 200 – 220 parking spaces on the new site. The site is a former storm water detention pond.
Discussion:
The project involves the design and construction of a new parking lot, which will include, but is not limited to:
- Asphalt parking lot
- Concrete pathways with accessible ramps
- Light standards
- Storm water system
- Signage and pavement markings
- Landscaping restorations
The planning, design and construction work on the new WFCU parking lot is required prior to the elimination of existing parking to the north/west corner of the site. The development is expected to proceed in fall of 2020. Precommitment of funds are required in order to facilitate development of the adjacent property.
In order to expedite the project construction, administration is also requesting that the Site Plan Approval for the project be delegated to the City Planner.
Risk Analysis:
There are moderate risks associated with the expected costs. This is associated with the existing soil conditions of the site. Significant amount of fill on site will require improvements, resulting in additional time and cost to allow for parking lot construction. This risk is mitigated through additional soil testing and contingency within the overall project budget.

The estimated cost of the proposed design and construction work is as follows:
