Subject: Habitat for Humanity Grant Request for Development and Permit Fees for 1486 St. Luke & 4895 Matchette

Recommendation:

THAT the request from Habitat for Humanity Windsor-Essex for a grant-in-lieu of waiver for building, development and related fees paid for the construction of 1486 St. Luke and 4895 Matchette, in the total amount of $46,865.43 be APPROVED to be funded from Corporate Dept ID 0131691 Grants and Waiver of Fees; and,

THAT Habitat for Humanity Windsor-Essex be APPROVED as an addition to the Grants and Waiver of Fees Permanent list for all future requests for grants-in-lieu of City fees (excluding School Board portion of development charges and refundable indemnity fees) relative to future requests to provide affordable housing and that said amount(s) be funded from Corporate dept ID 0131691 Grants and Waiver of Fee; and,

THAT City Council AUTHORIZE Administration to undertake a streamlined process going forward relative to collection of the building, development and related fees for the Habitat for Humanity Windsor Essex requests which are subject to this grant-in-lieu waiver of fees approval, thereby allowing for said fees to be directly collected from Corporate ID 0131691.

The current Waiver of Fees and Grant Funding Policy was adopted by City Council at their meeting of Nov 2, 2015 (CR214/2015). The policy provides a systematic and consistent approach in assessing requests for grant funding or waiving City fees.
