"In addition to our previous remarks regarding ease of enforcement if helmets were required of all users (not just those under 18), a further complicating factor will likely be in play. Specifically, if the helmet usage was restricted to just younger riders, there appears to be no legislative requirement for a rider to identify themselves when asked by Police (to confirm being under 18 years old). This would clearly complicate enforcement action issues should the mandatory age outlined by the City By-Law be restricted to only under 18 years of age."
