- o If a bicycle lane is provided, e-scooters must ride in the bicycle lane.
- o If no bicycle lane is provided, e-scooters must ride at the right-hand side of the road.
- o If e-scooters are allowed on sidewalks or trails, riders on sidewalks and trails must:
- Yield to pedestrians and cyclists.
- Not travel markedly greater than the walking speed of nearby pedestrians.
Parking rules:
o E-scooters cannot be left in a location intended for the passage of vehicles or pedestrians.
Offences:
- o Under the Province's 5-year e-scooter pilot, the rules of the road for bicycles under the Ontario Highway Traffic Act apply to e-scooters as do the penalties in HTA s. 228(8). Violations of the HTA range from a fine of $250 to $2,500. By-law offences may also apply. In addition, operators of e-scooters impaired by drugs, alcohol or both face serious consequences. Additional consequences under the Criminal Code of Canada may apply.

Report C 41/2019 Bike Share Feasibility Study Update was brought before Council at its March 25, 2019 meeting. This report was primarily focused on bicycle sharing services, but also addressed e-scooter sharing services. At this meeting, the following resolutions related to the report were adopted:
CR125/2019 That Council ENDORSE the Draft Bike Share Vision and Goals as contained in the report of the Transportation Engineer dated March 6, 2019 entitled "Bike Share Feasibility Study Update".
CR126/2019
That Administration BE DIRECTED to prepare a report for Council's consideration relative to a potential e-scooter pilot for the City of Windsor inclusive of an appropriate and legal location(s) for such a pilot project and accompanying regulations and requirements aimed at its safe operation.
