improvements (as identified in the AT plan) include the addition of cycling infrastructure such as paint on the road through the intersection to help educate drivers, cyclists and pedestrians about where they belong and how to safely proceed. This program funding should include bike boxes, directional paint, cross-rides, signalized crossings and other intersection safety measures, not just geometry changes to keep cars and trucks moving.

University Avenue Environmental Assessment Placeholder, page 557 

We're very concerned that placeholder funding for the University Avenue reconstruction has been reallocated. Based on the 2020 budget, this project will not be initiated for at least 10 years. University Avenue is possibly our most important corridor, it connects Sandwich Town (and the Gordie Howe International Bridge), the University of Windsor, the Art Gallery, the Aquatic Centre, Downtown, St. Clair College, the Casino. New works are scheduled at the Grace site, Caron Parking lot redevelopment, transit terminal, and a new CIP. Continued, annual additions to this fund is critical to fund this vital project.

Citywide Bikeway Development Initiatives, page 561 

According to the Capital Budget, "Implementation of cycling facilities will depend on the schedule of road reconstruction and resurfacing projects." Most reconstruction and mill and pave projects only cover 2 or 3 blocks of a street. How will bikeway implementation work? On streets identified as cycleways in the AT plan, will bike lanes be added to the resurfaced blocks and end where the reconstruction ends? The list of reconstruction and rehabilitation projects that are planned for 2020 (page 396) cover only 5 blocks of new cycling infrastructure.
