Reconsideration to the fee's associated with industrial rates, as this sector is so sensitive to start‐ up costs and yet is the most desirable form of investment to a community due to the greatest impact associated with job creation and the job multiplier from spin off feeder plants. (See the attached sample Industrial fee document for a new 63007 square foot facility. The 2019 total permit fee would be $88,917.65, and the Proposed new fee would be $174, 544.15)
- 4. Reconsideration to the residential permit fees, as this sector is an inherent driver of commercial and institutional sector Investments (also very large job creators) due to the desire to have these forms of developments in close proximity to service these new neighborhoods.
We realize the Building Department has many current service challenges, and ongoing improvement to their processes will come at a cost to the future clients who require their services through the collection of fees. However, we ask that Council be sensitive to the competitive position the City of Windsor must place themselves in when looking at these same associated fees among their neighboring municipalities, and by allowing industry and future building intentions to experience a phasing in of the new fee structure, as opposed to immediately experiencing such significant fees as currently proposed.
We continue to liaise with the Building Department through each season, to work cooperatively with them. We feel strongly about this proposed fee structure and have grave concerns on the impact they will likely have on future development. Should Council desire, we would be supportive of the establishment of a Building Permit Review Committee, whereby direct stakeholders can work in concert with Building Department officials to determine the best approach to the task of establishing fees that achieve the Building Department's needs, while maintaining an active development environment.
