The estimated cost to manufacture, supply and install the granite panels is $35,000. The estimated cost to install the foundation and associated site work, engineering and administrative costs is $25,000 for a total project budget of $60,000.
In discussions with the RCNA representatives, it was confirmed that the group is requesting a contribution from the City for the installation. Similar to work on the original Navy monument, the City's contribution to this expansion for the memorial to Navy veterans relates to the necessary site work. Administration supports this and funds are available from the 2019 Capital Budget line item PFO-014-12 – Partnerships capital project in the amount of $25,000 (Appendix "B").
It is the intention of the RCNA to have the installation of the interpretive panels completed in 2020, pending Council approval
Written confirmation that all funding is in place will be required prior to any work being undertaken within the park. The RCNA, and other contractors of RCNA choosing, will be responsible for providing the design, supply and installation of the memorial. Consultation will take place with the Corporate Leader of Parks, Recreation & Culture and Facilities once the project is confirmed to move ahead to the construction drawing and installation stage.
It is important that the memorial donated to the City of Windsor has a legal agreement outlining the details of the acceptance by the City. This legal agreement, or agreements as may be necessary, will be developed between the Corporation of the City of Windsor and the RCNA and/or their contractor, and will detail the scope of work and the installation of the monument in Dieppe Park, the obligations and responsibilities of all parties, and the transference of ownership of the Memorial to the City of Windsor.
The agreements will incorporate such requirements in order to satisfy the City's Donations-in-kind Policy.
Risk Analysis:
There is minimal financial risk to the Corporation to participate in the creation/development of this memorial project, as written confirmation that all funding is in place is required prior to site preparation or the beginning of construction. Administration recognizes that site challenges might arise causing the cost of the project to increase. To mitigate that risk, Administration will monitor the project and should additional unforeseen costs arise, the scope of the project can be altered in order to meet the available funding.
To mitigate this risk, the City will require that the monument design meet its standards and specifications, and will require indemnification and insurance from the appropriate parties. Once the memorial has been installed and is turned over to the City, Parks Operations will arrange for regular documented inspections and maintenance, which further mitigates this risk.
