- RE: Additional Information - 5167/2019 Addressing Illegal Dumping
- Report S167/2019 of the City Engineer dated September 5, 2019, outlined various options for addressing illegal dumping. At the October 23rd , 2019 Council meeting, the following resolution was adopted:

- That the report of the City Engineer dated September 5th, 2019 regarding Addressing Illegal Dumping BE RECEIVED for information; and further, That administration BE REQUESTED to provide a report related to options of providing free bulk item pickup service and that this information BE REFERRED to the 2020 budget deliberation meeting.
- There are a variety of ways to provide a free program, however, the most cost effective is to provide the program under the same parameters as the current Bulk Collection program, namely:

- Maintain the same collection schedule (2 collections per zone each month)

- Maintain a maximum of 85 stops per collection day

- Maintain a 2 item limit

- Essentially, the program would be exactly as it is in 2019, except without the $10 per item fee. These parameters form part of the current collection contract with Green for Life, therefore any changes to those parameters could be considered a material change to the contract and could elicit much higher costs.

- Based on the current tonnage trends, it is assumed that a full year of collection, at the maximum number of stops, would generate 200 tonnes of waste. It is further assumed that the current collection cost will increase by 4.5% in 2020, in accordance with the contractual escalation factor. Under these assumptions, the program is estimated to cost a total of $92,150. The established net budget for the current program is $63,602, therefore a free program under the current parameters would be an impact of $28,548. It should be noted that tonnages are difficult to estimate and the amount listed above may be insufficient.
