Conclusion:
Transit Windsor's 2020 recommended budget reflects a 2.47% increase in the tax levy funding required. Options are provided to eliminate this increase, but are not recommended by Transit Windsor Administration. The Corporate Leadership Team will be reviewing all departmental budgets and make comprehensive recommendations to City Council for budgets of all departments, including Transit's.
Reductions to service have been known to trigger a downward spiral to transit service and should only be considered when a route is not performing to the approved revenue to cost ratios. Once some cuts begin, there is a loss of ridership which could then lead to further cuts. With recent investments in public transit for the City of Windsor, service cuts would be counterproductive to the goal of continuing to build a more responsive transit service.
While Transit Administration recognizes the challenges of funding Transit Windsor's operating budget, it is important that an appropriate level of service be maintained for Windsor's residents.
