TobeeligibleforSTRF,youmustbeaCaliforniaresidentorareenrolled inaresidencyprogram,prepaidtuition,paidordeemedtohavepaidtheSTRF assessment,andsufferedaneconomiclossasaresultofanyofthefollowing: 1.Theinstitution,alocationoftheinstitution,oraneducationalprogramoffered bytheinstitutionwasclosedordiscontinued,andyoudidnotchoosetoparticipate inateach-outplanapprovedbytheBureauordidnotcompleteachosenteach-out planapprovedbytheBureau.2.Youwereenrolledataninstitutionoralocation oftheinstitutionwithinthe120dayperiodbeforetheclosureoftheinstitutionor locationoftheinstitution,orwereenrolledinaneducationalprogramwithinthe 120dayperiodbeforetheprogramwasdiscontinued.3.Youwereenrolledatan institutionoralocationoftheinstitutionmorethan120daysbeforetheclosure oftheinstitutionorlocationoftheinstitution,inaneducationalprogramoffered bytheinstitutionastowhichtheBureaudeterminedtherewasasignificant declineinthequalityorvalueoftheprogrammorethan120daysbeforeclosure. 4.TheinstitutionhasbeenorderedtopayarefundbytheBureaubuthasfailed todoso.5.Theinstitutionhasfailedtopayorreimburseloanproceedsundera federalstudentloanprogramasrequiredbylaw,orhasfailedtopayorreimburse proceedsreceivedbytheinstitutioninexcessoftuitionandothercosts.6.You havebeenawardedrestitution,arefund,orothermonetaryawardbyanarbitrator orcourt,basedonaviolationofthischapterbyaninstitutionorrepresentative ofaninstitution,buthavebeenunabletocollecttheawardfromtheinstitution. 7.Yousoughtlegalcounselthatresultedinthecancellationofoneormoreof yourstudentloansandhaveaninvoiceforservicesrenderedandevidenceofthe cancellationofthestudentloanorloans.

Astudentwhoseloanisrevivedbyaloanholderordebtcollectoraftera periodofnoncollectionmay,atanytime,fileawrittenapplicationforrecovery fromSTRFforthedebtthatwouldhaveotherwisebeeneligibleforrecovery.Ifit hasbeenmorethanfour(4)yearssincetheactionoreventthatmadethestudent eligible,thestudentmusthavefiledawrittenapplicationforrecoverywithinthe originalfour(4)yearperiod,unlesstheperiodhasbeenextendedbyanotheractoflaw.
