THAT the grants under the Commercial/Mixed Use Building Facade Improvement Grant Program and the Upper Storey Residential Conversion Grant Program for 101-121 Wyandotte Street West, 601 Pelissier Street, 615 Pelissier Street, and 121 Wyandotte Street West BE PAID to Baker Investments Limited upon completion of the facade improvements as shown in Appendix B to Report S174/2020 within eighteen (18) months from Council approval subject to the satisfaction of the City Planner and Chief Building Official. Grant funds to come from the City Centre Community Development Planning Fund (Project #7011022).

V. THAT should the facade improvements and upper storey residential units not be completed in eighteen (18) months from Council approval, City Council AUTHORIZE that the funds be uncommitted and made available for other applications.

Background:
The Downtown Windsor Enhancement Strategy and Community Improvement Plan (Downtown CIP) was adopted by City Council on September 29, 2017 and an adopting by-law was passed by City Council on October 16, 2017.
The Downtown CIP provides financial incentives to encourage new residential development, retail investment, facade improvements, and building/property improvements.The property is located at the south west corner of Pelissier Street and Wyandotte Street West, as shown on Appendix A. The applicant proposes three (3) new upper storey residential units (one (1), one (1) bedroom unit and two (2) two (2) bedroom units) in the existing building under the Upper Storey Residential Conversion Grant Program. The applicant proposed to remove damaged limestone, replace with reclaimed limestone to match existing limestone, re-point approximately 400 linear feet of mortar joints and clean the entire facade under the Commercial/Mixed Use Building Facade Improvement Grant Program. Additionally, the applicant has applied for the Building/Property Improvement Tax Increment Grant Program.
