The owner’s proposal is for three (3) new residential units on the upper storey of the existing building, therefore the project qualifies for a grant of $15,000 towards eligible costs.

Risk Analysis:

There is low risk associated with the approval of the subject Downtown CIP grant applications. An agreement between the City and owner will be prepared to ensure the Building/Property Improvement Tax Increment Grant Program requirements and provisions of the Downtown Windsor Enhancement Strategy and Community Improvement are met. The Commercial/Mixed Use Building Facade Improvement Grant and Upper Storey Residential Conversion Grant will only be paid after the work is complete to the satisfaction of the City Planner.

The project proposes to repair an existing building and convert the upper storey to three new residential. This repair of an existing building and new residential units in an existing building within the urban core will consume less resources than building new on undeveloped land.

If approved, the funds would come from the City Centre Community Development Planning Fund (Project #7011022). The current uncommitted balance in this fund is $68,158, however three requests for grants under the Downtown CIP are on the December 14, 2020 Development and Heritage Standing Committee Agenda:
