On July 13, 2020, Council passed an Interim Control By-law 103-2020 to prohibit the following types of dwellings in most of areas of the City for a period of one year: Group Home; Lodging House; Shelter; or Dwelling with five or more dwelling units. While the Residential Interim Control By-law (RICBL) is in place the City will undertake a study that includes the following:

Review residential definitions covered by the RICBL;

Review zoning districts and provisions to determine an appropriate range of permitted residential uses that are consistent with the Provincial Policy Statement, 2020; and
-
Ensure compatibility with existing development, while allowing or encouraging certain areas to evolve to a higher-density and/or higher profile residential development.
Section 5 (3) of the RICBL indicates the provisions of the By-law do not apply to 1200-1220 University Ave W as the development plans were initiated prior to its passing.
Accordingly, an exemption from the RICBL is not required.
