but also comprise of these elements that do not individually merit designation but which constitute infilling among properties of architectural and/or historical significance and are necessary for the conservation of the overall character of the area. The Official Plan criteria appears to be dated and not sufficiently holistic. Nonetheless, the HCD Study will evaluate this criteria and more.
Risk Analysis:
The Planning Department has scheduled the commencement of the Walkerville HCD Study to start after completion of the Walkerville Districting Plan in order to reduce risk of confusion between the two studies, and to reduce public participation fatigue between the two. Also, work distilled from the Walkerville Districting Plan would help inform the Walkerville HCD Study to prevent doubling of efforts. The engagement of experienced heritage consulting services will make the project possible and benefit steering of the project from the consultant’s specialized experience in HCD studies. Given the scale and labour intensity of the project scope, an external consulting would be necessary.

Financial Matters:
External heritage consultants would be required to undertake the work for the study. The current capital project 7086006 (Heritage Planning) has a balance available of $285,368. While the cost of the Study is not yet known, Administration is satisfied that there are sufficient funds remaining in order to support this plan.
Consultations:
Details of a consultation work program involving various stakeholders will be provided at a future report after a consultant has been retained. Stakeholders will be identified and contacted during the Study.
Conclusion:
The Walkerville Heritage Conservation District Study is planned to commence upon completion of the Walkerville Districting Plan. Further details will be report to Heritage Committee and Council in 2021, once a heritage consultant has been retained.
