2. Zoning Examples in Other Ontario Municipalities:
With respect to parking spaces serving new Industrial, Commercial, Institutional (ICI) and Multi-Residential Construction, the City of Windsor can require the installation of electric vehicle charging infrastructure through zoning By-law 8600.
Below are examples of zoning requirements implemented by other municipalities to facilitate the transition to electric vehicles:
Kitchener
Under Zoning By-law 2019-051, the City of Kitchener requires a minimum of 20% of parking spaces for multiple dwellings be designed to permit EV infrastructure. For non-residential uses a minimum of 15% of parking spaces shall be designed to permit EV infrastructure while a minimum of 5% be designated EV parking spaces.
Waterloo
Under Zoning By-law 2018-050, the City of Waterloo requires a minimum of 80% of structured parking spaces for apartment buildings, multi-unit residential buildings, mixed use buildings and non-residential buildings to be electric vehicle ready, allowing for the future installation of electronic vehicle supply equipment. For surface parking, the minimum required electric vehicle parking spaces varies depending on the number of surface parking spaces. An Electric Vehicle Parking Space is defined as a parking space with a minimum Level 2 Electric Vehicle Charging Device.
Newmarket - Urban Centres Zoning By-law 2019-06
Under Zoning By-law 2018-050, the City of Newmarket requires:
On a lot where a parking lot in the form of a surface parking lot is permitted:

a minimum 1 car-share Parking Space may be provided in lieu of every 3 Parking Spaces; and
-
1 electrical charging station Parking Space shall be provided for every 25 required Parking Spaces. Provided electrical charging station parking spaces are included within, and not additional to, required parking spaces.
Toronto
The City of Toronto launched the Toronto Green Standard (TGS), which requires and encourages EV infrastructure in new developments. This includes having spaces for EV infrastructure in any excess parking required in the Zoning By-law and encouraging 2% or greater of residential parking spaces designated for EVs.
Vancouver
Vancouver’s Building By-law requires an energized outlet capable of providing Level 2 charging or higher for a variety of family and multiple dwellings, excluding visitor parking spaces. For commercial uses, one space with an outlet is required for every 10 parking spaces, and one space with an outlet for any additional parking spaces less than 10.
