Recommendation:

1. That the report of the Community Energy Plan Administrator dated 9.30.2020 entitled City of Windsor Carbon Budget BE RECEIVED for information.

Background:

In 2015, The City of Windsor began the process of developing a long-term comprehensive plan to address energy and greenhouse gas emissions through the completion of a Community Energy Plan (CEP) and associated Corporate Climate Action Plan. These plans were approved by City Council in July 2017 ( CR426/2017).

The Community Energy Plan (CEP) included a community-wide goal to reduce GHG emissions by 40% of 2014 levels and to reduce per-capita energy consumption by 40%.

In follow up to the Climate Change Emergency Declaration of November 2019 (CR570/2019), the Acceleration of Climate Change Actions in response to the Climate Change Emergency Declaration report was received by Council in May 2020 (CR187/2020). This report outlined priority mitigation and adaptation measures in response to the Climate Change emergency. Included in those priority items was an investigation into carbon budgets and how they can be used to track the City’s greenhouse gas (GHG) emissions and put these emissions into a global context.

This report serves to address carbon budgets as outlined in the Acceleration of Climate Change Actions report (S18/2020).
