The SNAP will aid in climate change mitigation efforts as it will ensure that new development will be designed and built in accordance with the climate change mitigation goals of the city. This is consistent with strategy 4 of the Community Energy Plan which states
“Create a Net Zero Neighbourhood as an opportunity for transformative change at the neighbourhood scale”
This SNAP creates a significant opportunity to develop green development standards which can be applied to other areas of the city.
Climate Change Adaptation Risks
The SNAP will aid in climate change adaptation as climate resilience measures are included in the proposed report. Windsor’s climate future will be used as basis of design for project development.
Financial Matters:
Administration proposes the utilization of funds allocated during the Climate Emergency Declaration to complete the proposed study and audit. The Federation of Canadian Municipalities has a current grant opportunity through the Green Municipal Fund to support Sustainable Neighbourhood Action Plans (SNAP) such as this. As part of this grant program FCM would fund 50% of eligible costs to a maximum of $175,000 for the creation of plans to develop sustainable, green initiatives in neighbourhoods.
It is intended that existing Climate Change Reserve Funds (Fund 223) will be leveraged with FCM funding for the project. In the event that the grant application is not successful, the Climate Change Reserve Funds will likely not cover the consultants costs and additional funding will be required to be identified and approved by Council.
