7. CONCLUSION:
The City of Windsorhasbeen a leaderin a numberinitiatives concerning animalwelfare. The current Pet Shop Schedule of the Business Licensing by-law provides for a number of protectionsin regardsto theselling of animals for profit, so much soit has acted as a model for a numberofother municipalities. Trends are now shifting to encourage adoption-based models for the provision ofpets in pet shopsinstead of using traditional suppliers. There are no pet shops currently selling dogs or cats in Windsorand as such a changeto the by-law would not impact any presentretailers.
