1.0 INTRODUCTION

1.1 Purpose

Dillon Consulting Limited (Dillon) has been retained by Tosin Bello, herein referred to as the “Applicant”, to assist in obtaining the necessary planning approvals associated with a proposed infill mixed use, residential and commercial development located at 1090 North Talbot Road in the City of Windsor.

The subject site is largely vacant but contains an existing single detached dwelling that will be removed to facilitate the proposed mixed use commercial and residential development. The subject site is designated in the City of Windsor Official Plan and Zoning By-law as follows:
