Parking
The mixed-use residential and commercial development proposes a parking supply of 108 spaces, which includes four (4) accessible spaces.
The worst-case scenario required a number of parking spaces for the site, as per the City of Windsor Zoning By-Law, is estimated to be 118 spaces. Since the development is proposing an on-site supply that is less than that required under the Zoning By-Law, an amendment is required for the site.
The 118 spaces were determined using the rates contained within Table 24.20.5.1 — Required Parking Spaces of the City of Windsor’s Zoning By-Law 8600.
Units 1 and 2, 8 and 9 (915.96 m’/ 9,860 sq. ft. GFA) were assumed to be professional / business offices and therefore used the business office rate. The remaining units (Units 3 through 7) totaling (total of 1,246.00 mZ/ 13,412 sq. ft. GFA) were assumed to be for retail/service commercial tenants and used the retail store rate.
For the office component, the Zoning By-Law requires one (1) parking space for each 45 m2 GFA, while for the retail component one (1) parking space for each 22.5 m2 GFA is required. In addition, each residential unit requires 1.25 parking spaces per unit.
Table 9 outlines the required number of parking spaces applicable to the proposed mixed-use development when considering the City of Windsor Zoning By-Law requirements for on-site parking spaces.
