Background:
2601817 Ontario Ltd. (the “Owner”), the owner of the property known as 3726 Howard Ave, applied to close the 4.88 metre wide north/south alley abutting the property as shown on Drawing No. CC-1777, attached as Appendix ‘A’.
The surface of the north/south alley is comprised of grass and trees. There are no sewers, manholes, catchbasins, hydro poles, guy wires or overhead wires located in the proposed alley closure.
The east/west alley abutting the north side of 3726 Howard Ave was conveyed by the City to the Owner on September 3, 2020 by Transfer No. CE961901.
The proposed alley closure is not accessible from Howard Avenue due to private property and vegetation growth along the closed north/south alley.
The applicant is requesting the closure to consolidate land on properties abutting the north/south alley.

Planning Department’s analysis of the requested alley closures:
The first test is to determine whether the subject alley is dispensable. To make such determination the guideline attached herein as Appendix ‘D’ would be relevant as shown below:
- Does the subject alley serve commercial properties?
The answer is NO.
- Does the subject alley serve properties fronting on heavily traveled streets i.e. major arterial routes?
The answer is NO.
- Does the subject alley contain sewers, and must the alley remain accessible for servicing?
The answer is NO.
