Windsor Police Services The Windsor Police Service supports the requested closure for the safety reasons cited by the applicant (a property owner within the affected area). Based on a site inspection carried out on June 11, 2020, this alley is a grass covered space that does not appear to receive much vehicular traffic. Visually speaking, the alley is shrouded and confining due to encroaching vegetation, which limits visibility. This makes the space more vulnerable to unlawful activity and discreet access to abutting residential properties without easy detection – a clear safety risk. Closure would help facilitate elimination of this largely unobservable space by allowing abutting owners to acquire their portion of the alley and subsequently incorporate the space into their yards. The end result is the reduction of a space for the neighbourhood that is currently prone to problematic activity.
Planning – Landscape Architect No objection from a landscape architectural perspective.

Public Works – Engineering The subject alley closure is approximately 4.27m (14ft) wide and composed of grass. There are no sewers, manholes, or catchbasins located in the alley closure. There are wooden hydro poles, guy-wires, or overhead wires located in the alley. An easement will be required for utilities. 2243 and 2229 Elsmere have garage doors facing the alley, but the garages do not appear to be used. This alley appears to serve no useful purpose by CR146/2005; therefore, we have no objections to the closure of this alley.
