Background:

Brenda Morris, owner of 2274 Marentette Avenue has applied to close the 4.27 metres wide north/south alley located between Marentette Avenue and Elsmere Avenue, south of Lens Avenue and north of Vimy Avenue, and shown on Drawing No. CC-1775 attached as Appendix ‘A’.

The surface of the alley is composed of grass and does not appear to be travelled by vehicles. There are wooden hydro poles, guy-wire and overhead wires located in the alley. Municipal addresses 2229 and 2243 Elsmere Avenue both have garage doors facing the alley, but the garages do not appear to be used.

The applicant is requesting to close the alley to eliminate crime and vandalism.

Planning Department’s analysis of the requested alley closures:

The first test is to determine whether the subject alley is dispensable. To make such determination the guideline attached herein as Appendix ‘E’ would be relevant as shown below:

  1. Does the subject alley serve commercial properties?

    The answer is NO.

  2. Does the subject alley serve properties fronting on heavily traveled streets i.e. major arterial routes?

    The answer is NO.

  3. Does the subject alley contain sewers, and must the alley remain accessible for servicing?

    The answer is NO.
