Based on the above, the Planning Division deems the subject east/west and north/south alleys “dispensable” and supports the requested closure of the area shown as “Part 1”, “Part 2” and the recommended closure of “Part 3” and “Part 4” on Drawing No. CC-1776.

The recommendations are to close and convey “Part 1”, the east/west alley to the applicants, and to close “Part 2”, “Part 3” and “Part”4” of the alleys and convey in equal halves to the abutting property owners.

Risk Analysis:

The recommended closure will divest the City of associated liability risks and maintenance costs. The recommended closure poses no known risk to The Corporation of the City of Windsor.

For alleys abutting lands zoned Manufacturing MD1.1: $117.22 per square metre, plus deed preparation, plus proportionate survey costs as invoiced to The Corporation of the City of Windsor by an Ontario Land Surveyor.
