These policies are included in Appendix B and will be referenced throughout the remainder of this report.
3.2 The City of Windsor Official Plan
The local policy context in the City of Windsor is outlined in the Official Plan which contains a holistic set of goals, objectives, and policies to manage and direct growth in the City.
The subject lands are currently designated Residential in the Official Plan. Section 6.3 of the OP provides general policy direction for residential housing development, which recognizes that it should be directed to appropriate locations. According to the OP, this designation has the following functions:

to develop safe, caring and diverse neighbourhoods;

to provide opportunities for a broad range of housing types; and

to provide complementary services and amenities.
The Residential land use policies are designed to promote compact neighbourhoods through the development of a broad range of housing forms and tenures and complementary services and amenities which enhance the quality of residential areas and ensure that a sufficient land supply is available to accommodate market demands over the next 20 years.
Our analysis suggests that the proposed development is consistent with the following policies found in the Official Plan:
Policy 4.2.1.6, relating to pedestrian scale;
Policy 5.4.5.1, relating to noise & vibration;
Policy 5.4.8, relating to potentially contaminated sites;
Policy 6.3, relating to residential land use;
Policy 6.9, relating to mixed use developments;
Policy 7.2, relating to the transportation system;
Policy 7.2.2.5, relating to alternative development paterns;
Policy 7.3, relating to infrastructure;
Policy 7.3.3.1, relating to developing underutilized lands;
Policy 8.3, relating to pedestrian scale;
Policy 8.5.2.8, relating to energy conservation;
Policy 8.7, relating to built form and infill development;
