The official notice will be advertised in the Windsor Star newspaper as mandated by the Planning Act.

A courtesy notice will be mailed to all properties within 120 m (400 feet) of the subject site, prior to the Development and Heritage Standing Committee (DHSC) meeting.

Conclusion:

The recommended Zoning By-law and Official Plan amendments provide for an appropriate adaptive re-use of the vacant first floor and basement of an existing building. The proposed main floor residential units along with an additional residential basement unit support the need of additional affordable housing in the proximity to the downtown, University of Windsor and St Clair College (downtown campus).

The recommended site specific policy amendments to the Official Plan and Zoning By-law promote an efficient use of existing services and infrastructure. These recommended amendments are consistent with the Provincial Policy Statement 2020.

The recommended Zoning By-law Amendment will maintain conformity with the Official Plan upon the coming into effect of OPA 137.

The subject Official Plan and Zoning by-law amendments constitute good planning.
