Neighbourhood Characteristics
The surrounding land uses consist of a mix of residential, commercial, and institutional.

To the north is a 16 storey multiple dwelling containing 118 residential condominium units (i.e. Portofino Building) and public parkland along the riverfront.

To the east are low-density residential dwellings on Elm Avenue (e.g. detached, duplex, and small multiple dwellings).

To the south are a mix of commercial, residential, and institutional uses along University Avenue West.

To the west is the Detroit River Tunnel Partnership underground rail tunnel and open space (international gardens), Greater Essex County District School Board’s Mason Education Centre, and low density residential dwellings on Cameron Avenue (e.g. detached, duplex, and small multiple dwellings).
Schedule F: ‘Roads & Bikeways’ within Official Plan classifies University Avenue West as a Class II Arterial Road with separated bikeway (i.e. separated by painted lines).
The Transit Windsor route Transway 1C operates along University Avenue West and stops at Elm Avenue (approximately 30 metres from the subject site). To the west, the bus route connects the University of Windsor, Sandwich neighbourhood, and Hotel Dieu Grace Healthcare campus. To the east, the bus route connects the Downtown, East Windsor, and Forest Glade neighbourhoods (i.e. primarily along Tecumseh Road). Peak weekday service stops every 10 minutes, Saturday every 20 minutes, and Sunday every 40 minutes.
Municipal Studies Currently Underway
The City of Windsor is currently undertaking two studies within the University Avenue Corridor between Huron Church Road and Downtown. The first is a Community Improvement Plan Study that seeks to better connect the University and Downtown areas. The study will make recommendations for changes to the Official Plan, Zoning By-law, and a suite of incentives to encourage the desired redevelopment along the corridor.
The CIP will also inform the University Avenue Environmental Assessment (EA) Study, which is ongoing and includes a review of the existing roadway elements along the University Avenue between Huron Church Road and McDougall Street. The EA study will consider opportunities within the right of way corridor to optimize safe, efficient, comfortable and convenient travel for roadway users of all ages, abilities and modes of travel.
