Background:
Seiko homes, owner of the property known as 840 Wyandotte St E, applied to close the entire 4.88 metre wide north/south alley east of Marentette Ave, abutting the west side of 840 Wyandotte St E, located between Wyandotte St E and Brant Street as shown on Drawing No. CC-1769, attached as Appendix “A”.
The surface of the alley is comprised of a mixture of asphalt, gravel and grass. There are no sewers or manholes located in the proposed alley closure. There are hydro poles, guy wires and overhead utility lines located in the alley for which easements will be required.
The applicant is requesting the closure as a condition of the Site Plan Approval process.

The first test is to determine whether the subject alley is dispensable. To make such determination the guideline attached herein as Appendix “E” would be relevant as shown below:
