Background:

Raminderpreet Sidhu, owner of the property known as 333 Liberty Street, applied to close the entire 4.27 metre wide north/south alley located between Dougall Avenue and Church Street, from Liberty Street to Beals Street West, shown on Drawing No. CC-1771, attached as Appendix “A”.

The surface of the alley is comprised of grass. There are no sewers, manholes or catchbasins located in the proposed alley closure. There are a variety of existing fences encroaching on the subject alley.

The applicant stated the following reason for the requested closure: “The Alley Way is Surplus to the city’s needs and is dispensible.”

Discussion:

Planning Department’s analysis of the requested alley closures:

The first test is to determine whether the subject alley is dispensable. To make such determination the guideline attached herein as Appendix “E” would be relevant as shown below:

  1. Does the subject alley serve commercial properties?

    The answer is NO.

  2. Does the subject alley serve properties fronting on heavily traveled streets i.e. major arterial routes?

    The answer is NO.

  3. Does the subject alley contain sewers, and must the alley remain accessible for servicing?

    The answer is NO.
