In an effort to satisfy the Corporation’s obligation to complainants, the By-law Enforcement division typically responds to complaints called into the 311-call centre before starting any proactive enforcement. The amount of complaints received in a calendar year severely limits the ability of the division to conduct proactive enforcement. Additional resources may allow the By-Law Enforcement Unit to conduct more proactive enforcement on a more continuous basis, in addition to the target blitzes already being undertaken.
