There are only 40 members in the Church with limited financial resources and the Church has done previous repairs and maintenance of the building and property such as repair and painting of the wrought iron fence surrounding the property, masonry repair, and roof replacement (10 years ago). Given the Church is a registered Canadian charity, it also does not have ability to tap into the Heritage Property Tax Reduction Program. The Church is seeking full coverage of this additional cost from the Community Heritage Fund and has provided a letter to support their request.
Costs not part of this request, to be covered by the Owner, includes building permit fees and potential costs of structural repair work. Building Permit Fees are based on the construction cost, which is assessed to be a fee of $15.00 per $1,000.00 in construction cost for this type of work (So for example if the total construction cost is $100,000.00, the Building Permit Fee would be $1,500.00 plus a Service Fee).
The total cost of this project is significant for a small non-profit organization. Administration recommends that the full amount requested $21,357.00 (inclusive of HST) for the Building Permit work be approved to support continual maintenance of this designated heritage property.
As of June 10th, 2020, the available balance within the Community Heritage Fund (net of outstanding encumbrances) is $78,307.
