In discussion with the Manager of Right-of-Way, permits will be required for the installation as it will be located within the Right-of- Way in 8 locations. The AGW has noted in their request that they are flexible on the locations in order to respect sightlines for traffic and foot traffic moving through the space. They have indicated that they will install the framed art on sidewalks using the guidelines as provided by the Manager of Right-of-Way and included in their request. The AGW has requested that fees be waived for the ONE YEAR duration of the project.

The AGW will work with the appropriate partner to fine tune the locations to ensure locations are suitable. The eight suggested locations are as follows:

  1. University of Windsor School of Social Work at Ferry & Chatham OR University of Windsor School of Creative Arts at University Avenue & Freedom Way

  2. Senator Croll Park near the intersections of Goyeau Street and University Avenue

  3. St. Clair College at the Chrysler Theatre

  4. The Bus Terminal at 300 Chatham Street

  5. The Capitol Theatre at 121 University Avenue

  6. Maiden Lane and Pelisser Street

  7. Along the riverfront near the Bistro at 75 Riverside Drive

  8. At the Windsor Public Library near the intersection of Pitt Street and Ferry Street in the parking lot.

The AGW has approached all the organizations including the City of Windsor, the Windsor Symphony Orchestra, St. Clair College, the University of Windsor, the Windsor Public Library, Transit Windsor, Parks department and the Downtown Business Improvement Area to gain interest and support in the project. All are enthusiastic in their support of this project.

Risk Analysis:

Community Impact Risks: The cultural community of Windsor has welcomed the temporary art exhibitions that have been placed into the downtown core in the past. They view the installations as further evidence of the support that Council is directing towards the grassroots cultural community.

Other Risks: the Public Art Policy supports temporary art installations with the City of Windsor.

Financial Matters:

The permit fee to install one sign within the Right-of-Way is $212.00. The request to install 8 signs will result in a total waiver of fee request of $1,696.00.

While it is noted that the request for the Waiver of Fees does not specifically meet the City’s policy requirements in two key areas (ie. the AGW is a registered charity as recognized by CRA and the request in being made outside the 90 day requirements for requests of Waiver of Fees) a number of criteria support this request as the social/community benefits outweigh the nominal cost of the waiver.
