Recommendation:
THAT Council DELEGATE to the Chief Administrative Officer (CAO) the AUTHORITY to approve agreements with any party who is required to pay development charges for rental housing, non profit rental housing and institutional uses, pursuant to Section 27 of the Development Charge Act for the early payment of such development charges (DC), and that the agreements be acceptable in form to the City Solicitor, in technical content to the Chief Building Official, and in financial content to the Chief Financial Officer and City Treasurer, and that By-law 208-2008 being the Delegation of Authority By-law BE AMENDED accordingly.
Executive Summary:
Background:
On March 20, 2020, City Council approved recommendations in order to address the impacts of Bill 108 Development Charges Act (DCA) changes that came into effect on January 1, 2020 (CR 109/2020). These changes required the City to consider new administrative processes to ensure an orderly transition and to preserve revenue neutrality.
