Most Anticipated Public Safety Challenges

This assessment has identified the most likely public safety issues/challenges that are anticipated, requiring the attention of the Windsor Police Service. These need to be recognized and acknowledged if any corresponding course of action is to be successful at establishing and maintaining safety, security, and general public order. These include:

LOITERING AND DISORDERLY CONDUCT

Based on current police incident data at this general location and the physical circumstances that exist, there would be some discernible risk of loitering and disorderly behaviour. Loitering is represents something often correlated with disorderly conduct. The risk for both activities therefore needs to be addressed properly as the store becomes operational. The most likely risk for loitering to develop is if adjacent land uses have operating hours shorter in duration than the cannabis store. If this is the case, it could result in some individuals lingering within the immediate vicinity of the store and/or causing public disturbances. The abutting rear yard also represents a physical space with high vulnerability to loitering. Windsor Police will certainly be responsive to this through regular patrols and incident responsses but the owner also needs to maintain regular observation of this space during operating hours to ensure safety. If these activities were to establish and continue without being managed properly, there will be a negative impact realized for the community.

TRAFFIC CONGESTION SAFE VEHICULAR ACCESS

The site’s access is largely achieved via Tecumseh Road, although access from Jefferson is possible. The problem with the Jefferson access is that it is not very clear to drivers and requires multiple turns to navigate the path into the site. This is not ideal from a safety standpoint. If a more formalized access from this direction is envisioned, it will require physical improvement to facilitate such, plus proper lighting, signage and pavement markings.
