C. BACKGROUND:
The applicant proposes a four storey, 36 unit residential apartment building with associated parking on the subject lands.
The City of Windsor Official Plan currently designates the lands ‘Commercial Corridor’. These lands are vacant and under-utilized, having recently been used as legal non-conforming Single Unit Dwellings.
The applicant is requesting a site specific Official Plan and Zoning By-law Amendment that would permit the proposed residential use (See - Concept Plan).
